What the PACT Act is

The Prevent All Cigarette Trafficking Act is federal law governing the interstate sale and shipment of tobacco products. Its scope was expanded in 2021 to cover electronic nicotine delivery systems, and the practical effect for this industry has been that a range of nicotine products now carry registration, reporting and delivery requirements that previously applied mainly to cigarettes and smokeless tobacco.
